JoLCEL Consultancy Services was founded by Lymer L. Jover, Ph.D., Certified Tax Strategist & Retirement Wealth Advisor, driven by a passion for helping individuals and business owners legally reduce taxes, protect wealth, and build long-term financial security.

With a background as a licensed Chemical Engineer, college professor, and research consultant, she developed strong expertise in analytical thinking, problem-solving, and strategic planning. Her transition into tax and financial strategy began after moving to the U.S., where she discovered how effective tax planning can transform financial outcomes and reduce financial stress.

With over 15 years of tax preparation experience, she has mastered advanced tax planning and wealth-building strategies through continuous education, national conferences, and formal training in Virginia. Today, she provides personalized and proactive financial strategies to help clients secure their future.
